Concidades : do controle social às políticas públicas urbanas. Sobre as limites da representação no Paraná

Abstract

The approaching of the population to the Brazilian institutional politics processes have been one of the determinants of the new politic configuration that the public management has established since the promulgation of the 1988 Constitution. This approaching process has being occurred through the creation of participation spaces and direct representation exerted by the society in the politic life of our country. This research consists, specifically, in knowing which limits does exist to the exercise of the representation in the Paraná Cities Council, as well as to present some reflection about the regulation of Public Urban Policy process with focus in instances of social control in the management that corresponds to the period from 2008 to 2011. The perspective worked is the one that subjective and objectives limits are externally and internally generated to the council, by counselors, through several institutions and/or by the socio-politics agents existing in the society. As methodological enhanced we used mixed research technique that involved quantitative and qualitative methods that allowed us to verify and analyze different limits existents within CONCIDADES. It should be highlighted, finally, that this work it is part of a research being developed by Observatório das Metrópoles network - Regional Nucleus of Curtitiba and Maringá, within the Term of Reference "Analysis of the National System of Urban Development and the institutional performance of the metropolitan municipalities".
