A criação de municípios na década de 1990 : implicações socioespaciais no âmbito da Associação dos Municípios do Vale do Ivaí - AMUVI

Abstract

RESUMO: O município como representação institucionalizada da escala local do território no Brasil merece atenção nas pesquisas acadêmicas. No caso da Geografia, entender o surgimento dessas instituições significa compreender a relação do homem com o espaço em que vive e atua, incluindo exigências de um sistema federativo centralizador. Atualmente, muito se discute sobre a verdadeira função dos municípios e sua interferência para as finanças do país, sem considerar de fato a sua importância para a população que neles residem, principalmente os municípios de pequeno porte demográfico e que são polarizados por pequenas cidades/localidades. No estado do Paraná, a década de 1990 foi uma das mais representativas como período de criação e instalação de municípios. Considerando os municípios instalados no estado nesse período, foram 81 unidades territoriais locais. É necessário entender até que ponto a criação dessas municipalidades foi significativa para a população que a requereu. Esta pesquisa tem como objetivo geral a análise das implicações socioespaciais que proporcionaram a compartimentação territorial pela criação de novos municípios, considerando, como maior detalhamentos, os municípios que integram o território da Associação dos Municípios do Vale do Ivaí - Amuvi. Realizamos um levantamento bibliográfico que enfatizou os estudos sobre o município como institucionalização da escala territorial local no Brasil. Para isso, foi necessário entender o surgimento do município como instituição, sua evolução no Brasil e sua valorização na atualidade, sempre considerando suas atribuições perante a Constituição Federal. Após entender as principais características do município sob o âmbito nacional, enfatizamos a evolução territorial do estado do Paraná, considerando a divisão em unidades municipais, dando ênfase aos municípios instalados na década de 1990 que integram a Amuvi. Em seguida, realizamos uma análise dos municípios selecionados através de indicadores sociais, enfatizando os cuidados que devem ser tomados na utilização desses dados. A partir dos resultados dos índices socioeconômicos, selecionamos os municípios de Novo Itacolomi e Arapuã. Após um estudo mais aprofundado sobre a evolução socioespacial dos dois municípios selecionados, foi realizado o trabalho de campo, sendo feitas entrevistas com representantes da sociedade local. Como os resultados obtidos, constatamos uma evolução na qualidade de vida nas localidades selecionadas de acordo com os indicadores sociais após a elevação à categoria de município, fator esse confirmado através das entrevistas com os integrantes da sociedade local. No entanto, observamos que os municípios de Novo Itacolomi e Arapuã possuem características extremamente particulares, que influenciaram e ainda influenciam decisivamente nas características de cada território. Concluímos que não basta entender a relação interescalar partindo de uma análise que privilegie as escalas superiores do território, ou que somente se de atenção a relação econômica de um sistema que está longe de considerar a escala local como prioridade. É preciso compreender as relações existentes em um município dentro da sua realidade em todos os casos existentes, pois as relações sociais, econômicas, culturais históricas, enfim, as relações socioespaciais locais devem ser levadas em conta para não se impor uma condição que não possua nenhuma relação com a realidade de uma localidade

ABESTRACT: The municipality as an institutionalized representation of the local scale of the territory in Brazil deserves attention in academic research. In the case of Geography, understanding the emergence of these institutions means understanding the relationship of man with the space in which he lives and operates, including requirements for a centralized federative system. Currently, much is discussed about the true function of the municipalities and their interference with the country's finances, without really considering their importance for the population that lives in them, especially the small demographic municipalities that are polarized by small cities / localities. . In the state of Paraná, the 1990s was one of the most representative as a period of creation and installation of municipalities. Considering the municipalities installed in the state in that period, there were 81 local territorial units. It is necessary to understand how significant the creation of these municipalities was for the population that requested it. This research has as general objective the analysis of the socio - spatial implications that provided the territorial compartmentalization by the creation of new municipalities, considering, as more details, the municipalities that integrate the territory of the Association of Municipalities of Vale do Ivaí - Amuvi. We carried out a bibliographic survey that emphasized studies on the municipality as institutionalization of the local territorial scale in Brazil. For that, it was necessary to understand the emergence of the municipality as an institution, its evolution in Brazil and its valorization nowadays, always considering its attributions before the Federal Constitution. After understanding the main characteristics of the municipality under the national scope, we emphasize the territorial evolution of the state of Paraná, considering the division into municipal units, emphasizing the municipalities installed in the 1990s that are part of Amuvi. Then, we carried out an analysis of the selected municipalities through social indicators, emphasizing the care that must be taken when using this data. From the results of the socioeconomic indexes, we selected the municipalities of Novo Itacolomi and Arapuã. After a more in-depth study on the socio spatial evolution of the two selected municipalities, fieldwork was carried out and interviews were conducted with representatives of local society. As the results obtained, we verified an evolution in the quality of life in the localities selected according to the social indicators after the elevation to the category of municipality, a factor confirmed by interviews with members of the local society. However, we observed that the municipalities of Novo Itacolomi and Arapuã have extremely particular characteristics, which influenced and still decisively influence the characteristics of each territory. We conclude that it is not enough to understand the inter-scale relationship based on an analysis that privileges the upper scales of the territory, or that only the economic relationship of a system that is far from considering the local scale as a priority is given attention. It is necessary to understand the existing relations in a municipality within its reality in all existing cases, since the historical social, economic, cultural relations, in short, the local socio-spatial relations must be taken into account so as not to impose a condition that does not have any relationship with the reality of a locality
