A cidade, suas imagens, vozes e silêncios : estudo da formação das relações de trabalho em um município de tradição germânica do oeste do Paraná

Abstract

Falar de relações étnico-raciais é, ainda hoje, um tabu no contexto da Administração e dos Estudos Organizacionais. O estudo que ora proponho, visa quebrar, ainda que parcialmente este evidente silêncio, tendo por objetivo compreender como são estabelecidas as relações de trabalho entre brancos e negros, em um município de tradição germânica, no qual negros são minoria, tanto social - como acontece em nosso país de maneira geral - quanto quantitativa - diferente da realidade do Brasil onde constituem a maioria da população. Tal estudo pautou-se nas construções discursivas disseminadas, mantidas e reproduzidas no município de Quatro Pontes, Paraná. Para tanto, realizou-se uma pesquisa qualitativa com base em entrevistas com negros e germânicos, bem como através da análise de matérias publicadas sobre o município. O corpus levantado foi discutido e interpretado com base na Análise Crítica do Discurso, por meio da qual busquei responder aos seguintes questionamentos: como a lógica escravista de inferioridade racial foi adotada pelos germânicos no Brasil, uma vez que estes não participaram diretamente do regime escravocrata? Teria relação com a ideia de superioridade da raça ariana proposta na Alemanha? qual o papel ou o poder dos discursos na formação e manutenção de práticas sociais em nossa sociedade? Esses discursos determinam também as práticas sociais no município de Quatro Pontes? Existe resistência no âmbito das relações de trabalho no lócus de pesquisa ao qual este estudo está vinculado? Como ela se manifesta? Os resultados encontrados no campo demonstram que o arranjo físico das cidades reflete as desigualdades sociais nelas existentes, sendo que em comunidades fortemente marcadas etnicamente, como é o caso de Quatro Pontes, as construções práticas e discursivas vinculam-se ao que é estabelecido pelo grupo dominante. Desta maneira, há um evidente silenciamento - entendido também como prática discursiva - que auxilia na manutenção da realidade que segrega um grupo social. É necessário, portanto, que as organizações, espaço em que a diversidade se manifesta, tomem ações efetivas para atenuar o distanciamento, ainda evidente, que existe entre brancos e negros na composição do mercado de trabalho do referido município, através da inclusão dos diferentes grupos, em seus diversos níveis

To speak of ethnic-racial relations is still a taboo in the context of Administration and Organizational Studies. The purpose of this study is to break even this partial silence, in order to understand how the working relations between whites and blacks are established in a municipality of Germanic tradition, in which blacks are a minority, both social - as is the case in our country in general - as quantitative - different from the reality of Brazil where they constitute the majority of the population. This study was based on the discursive constructions disseminated, maintained and reproduced in the municipality of Quatro Pontes, Paraná. To do so, a qualitative research was conducted based on interviews with blacks and Germans, as well as through the analysis of published material about the municipality. The corpus raised was discussed and interpreted on the basis of the Critical Discourse Analysis, through which I tried to answer the following questions: how was the slave logic of racial inferiority adopted by the Germans in Brazil, since they did not participate directly in the slave rule? Was it related to the idea of superiority of the Aryan race proposed in Germany? What is the role or power of discourses in the formation and maintenance of social practices in our society? Is there resistance in the field of labor relations at the research locus to which this study is linked? How does it manifest itself? The results found in the field show that the physical arrangement of the cities reflects the social inequalities in them, and in communities that are strongly ethnically marked, as in the case of Quatro Pontes city, the practical and discursive constructions are linked to what is established by the dominant group. In this way, there is an evident silencing - understood also as discursive practice - that assists in the maintenance of the reality that segregates a social group. It is necessary, therefore, that organizations, in which diversity manifests itself, take effective actions to mitigate the still evident gap that exists between whites and blacks in the composition of the labor market of the said municipality, through the inclusion of the different groups, at its various levels
