Políticas públicas estaduais de esporte : uma análise a partir do planejamento e execução do orçamento público

Abstract

RESUMO: Uma das etapas do processo de formulação de políticas públicas consiste em elaborar um planejamento dos gastos públicos nas diferentes áreas sociais, dentre elas, o esporte. A presente dissertação tem como objetivo geral analisar o financiamento público para o esporte em nível estadual. Estruturada no "Modelo Escandinavo", ela foi composta por três artigos. O primeiro artigo trata-se de uma revisão sistemática, que objetivou analisar as produções científicas sobre o financiamento público esportivo no Brasil, a fim de identificar como tem se caracterizado e problematizado os assuntos inerentes à temática em questão. Os desfechos demonstraram sobrepujança nos assuntos inerentes ao financiamento dos megaeventos esportivos, análises longitudinais das fontes orçamentárias, atuação dos programas de financiamento e o comportamento de políticas de financiamento, especialmente sobre o esporte universitário e o Rugby. O segundo artigo, de caráter quantitativo e qualitativo, buscou analisar a produção legislativa e o direcionamento dos gastos públicos com o esporte no estado do Paraná, entre os anos de 2003 a 2017. Foi realizado uma pesquisa documental no Portal da Assembleia Legislativa do Paraná e no Portal da Transparência do estado, afim de coletar dados sobre a produção legislativa e sobre as despesas realizadas com a Função Desporto e Lazer (FDL). Os resultados demonstraram que o financiamento não se configura como tema central de preocupação entre os parlamentares na produção legislativa. Com relação aos gastos públicos, foi observado que o percentual de execução orçamentária e o percentual de participação do esporte não apresentou níveis relevantes dentro do orçamento geral do estado. O terceiro e último artigo, um estudo quantitativo e qualitativo, objetivou comparar a configuração das despesas públicas com o esporte a partir das diferentes fontes de financiamento, no estado do Paraná e em Santa Catarina, entre os anos de 2011 a 2016. De cunho quantitativo e qualitativo, a investigação tem suporte em um levantamento documental. Na coleta de dados, fez-se uma pesquisa sobre as despesas com o esporte, nos portais da transparência dos estados investigados. Os dados foram analisados a partir das categorias econômicas classificadas segundo a natureza da despesa e para a comparação, utilizou-se de estatística descritiva, submetidos à análise de variância (ANOVA), seguida de teste de Tukey (nível de significância em p<0,001) por meio do programa GraphPad Prism versão 7.0. A partir dos resultados obtidos, foi possível concluir que o financiamento público esportivo estadual sofre influências negativas quando exposto a instabilidade administrativa e positivas em relação aqueles estados que contam com a Lei de Incentivo fiscal como fonte de recursos para o provimento das políticas públicas de esporte

ABSTRACT: One of the steps in the process of formulating public policies is the planning of the public budget that will be directed to different social areas, among them, the sport. The purpose of this dissertation is to analyze public funding for sport at the state level. Structured in the "Scandinavian Model", it consisted of three articles. The first article deals with a systematic review, whose objective was to analyze the scientific productions on public sports financing in Brazil, in order to identify how the subjects inherent to the subject matter have been characterized and problematized. Outcomes have shown overlap in issues related to the funding of sport mega-events, longitudinal analyzes of budget sources, the performance of funding programs, and the behavior of funding policies, especially on university sports and Rugby. The second article, of a quantitative and qualitative nature, sought to analyze the legislative production and the direction of the public spending with the sport in the state of Paraná, between the years of 2003 to 2017. A documentary research was carried out in the Portal of the Legislative Assembly of Paraná and in the Transparency Portal of the state, in order to collect data on the legislative production and on the expenses incurred with the Sports and Leisure Function (FDL). The results showed that funding is not a central issue of concern among parliamentarians in legislative production. With regard to public spending, it was observed that the percentage of budget execution and the percentage of participation of the sport did not present relevant levels within the general budget of the state. The third and last article, a quantitative and qualitative study, aimed to compare the configuration of public expenditures with sport from the different sources of financing, from the state of Paraná (budget source) and Santa Catarina (extra-budgetary source) between the years of 2011 to 2016. Of quantitative and qualitative nature, research is supported by a documentary survey. In the data collection, a research was done on the transparency portals of the state of Paraná and Santa Catarina regarding the expenses with the sport. The data were analyzed from the economic categories classified according to the nature of the expenditure and for the comparison, using descriptive statistics, submitted to analysis of variance (ANOVA), followed by Tukey's test (significance level at p <0.001) through the GraphPad Prism program version 7.0. Based on the results obtained, it was possible to conclude that the state public sports financing has negative influences when exposed to administrative instability and positive in relation to those states that rely on the tax exemption of individuals and / or legal entities as a source of funds for the provision of public sports policies
