O jornal O Estado de S. Paulo no impeachment de 2016 : forjando o consenso contra o lulismo (2011-2016)

Abstract

Resumo: Esta tese se propôs um duplo objetivo: perceber como o jornal O Estado de S. Paulo se posicionou editorialmente ao longo do governo da presidenta Dilma Rousseff, tanto nos assuntos políticos como no plano econômico; a partir das reportagens publicadas pelo periódico, narrar e analisar a conturbada relação entre a presidenta e o Poder Legislativo, em especial o PMDB e os partidos da base governista. Para tanto, utilizou como fonte o jornal entre os anos de 2011 e 2016 em diálogo com a bibliografia pertinente aos objetivos. Quanto ao primeiro objetivo, os resultados alcançados indicam que: o jornal O Estado de S. Paulo manteve seu histórico posicionamento antipetista na política e pró-neoliberal na economia; fez indisfarçável oposição ao lulismo; contribuiu para acentuar o desgaste político e social do governo; sua atuação, aliada a de outros periódicos, foi essencial na consolidação da narrativa a favor do impeachment entre seus leitores. Sobre segundo objetivo, foi possível concluir que: a relação entre Dilma com o Parlamento foi de constante estranhamento; insatisfeito com o quinhão estatal que lhe foi oferecido, o pemedebismo congressual gestou um pacto de caciques políticos para emparedar Dilma; havia um contexto social complexo que reuniu crise de representatividade política aberta pelas manifestações de junho de 2013, insatisfação das frações burguesas ante a Nova Matriz Econômica, estagnação econômica a partir de 2014 e efeitos jurídicos, políticos e sociais da Operação Lava Jato. Diante destas insatisfações múltiplas e difusas, este pacto do pemedebismo aproveitou a oportunidade para promover um golpe parlamentar travestido de impeachment, que colocou na presidência um histórico líder do modo pemedebista de fazer política.

Abstract: This thesis had two objectives: to understand how the newspaper O Estado de S. Paulo took a stand editorially during the government of President Dilma Rousseff, both in political matters and in the economic sphere; from the articles published by the periodical, to narrate and analize the troubled relationship between the president and the Legislative Power, in particular the PMDB and the governing parties. For this purpose, the newspaper was used as a source between the years 2011 and 2016 in dialogue with the relevant bibliography to the objectives. As for the first objective, the results indicate that: the newspaper O Estado de S. Paulo maintained its historic anti-PT position in politics and pro-neoliberal in the economy; made undisguised opposition to Lulismo; contributed to accentuate the weakening of political and social features of the government; its performance, associated with other periodicals, was essential in legitimizing the narrative in favor of impeachment among the readers. Regarding the second objective, it was possible to conclude that: in the relationship between Dilma and Parliament, there was constant estrangement; dissatisfied with the state share that was offered, the congressional Pemedebismo managed a pact with political chiefs to corner Dilma; there was a complex social context that brought together a crisis of political representation opened by the demonstrations in June 2013, dissatisfaction of the bourgeois fractions in the face of the New Economic Matrix, economic stagnation as of 2014 and the legal, political and social effects of Operation Lava Jato. Faced with these multiple and diffuse dissatisfactions, this pact of Pemedebismo seized the opportunity to promote a parliamentary coup, as if it was a impeachment, which placed in the presidency a historical leader of the Pemedebist way of doing politics.
