A grande estratégia da China : Belt and Road e a geopolítica do século XXI

Abstract

RESUMO: A disputa pela Ordem Internacional jamais se encerrou, todavia, há de se notar, que ao longo da história, tivemos a possibilidade de registrar momentos com maior ebulição nessa querela. Identificamos, que o período presente é um desses momentos. O protagonista desse questionamento da Ordem Internacional, é a China. Sua presença e influência são crescentes, sua atuação e movimentações idem. Dado essa realidade, essa presente pesquisa busca contribuir no entendimento das seguintes perguntas: Como a China sai do Século da Humilhação para se tornar a principal desafiante a posição estadunidense; qual a Grande Estratégia chinesa para expandir seu poder; quais as consequências que essas ações geram no mundo? Para isso, colhemos e analisamos diversas fontes oriundas dos mais variados personagens desse teatro das nações. Observamos, logo no início da pesquisa, que a Belt and Road Initiative, que surgiu como um projeto, se transformou na própria estratégia chinesa para a sua expansão segura de influência. Nesse sentido, a presente dissertação trabalha em três estágios: uma breve história de como a China se reposiciona após o Século da Humilhação; quais as ações chinesas formam sua Grande Estratégia e como vem moldando o mundo; e o que o horizonte de evento observável nos diz sobre o estágio presente e as possíveis consequências dessas modificações na engrenagem de poder internacional

ABSTRACT: The dispute for the International Order was never ended, however, it should be noted that throughout history, there has been the possibility to register moments with greater boiling in this quarrel. We identified that the present period is one of those moments. The protagonist of this questioning of the International Order is China. Its presence and influence are growing, its performance and movements expand. Given this reality, this research seeks to contribute to the understanding of the following questions: How does China leave the Century of Humiliation to become the main challenger to the US position; What is the Chinese Grand Strategy to expand its power; What consequences does it generate in the world with these actions? For this, we collected and analyzed different sources from the most varied characters of this theater of nations. We observed, right at the beginning of the research, that the Belt and Road Initiative, which emerged as a project, became the very Chinese strategy for its safe expansion of influence. In this sense, the present dissertation works in three stages: a brief history of how China repositions itself after the Century of Humiliation; which Chinese actions form its Grand Strategy and how it has been shaping the world; and what the observable event horizon tells us about the present stage and the possible consequences of these changes in the gear of international power
