O esporte na agenda governamental do Estado da Bahia (1995-2018)

Abstract

RESUMO: O objetivo deste estudo foi analisar a atenção dada ao esporte na agenda governamental do estado da Bahia, no período de 1995 a 2018. Trata-se de uma pesquisa documental com natureza exploratória e abordagem quanti-qualitativa. Epistemologicamente, este estudo encontra-se alicerçado nos pressupostos delineados na Ciência Política por meio do modelo téorico do Equilíbrio Pontuado. Para organização e tratamento dos dados, elencou-se as seguintes categorias como elementos de análise da atenção ao esporte, a saber: agenda retórica; agenda legislativa; agenda administrativa. Em relação à primeira categoria, examinou-se o esporte nos discursos de posse dos governadores e nas mensagens anuais enviadas a Assembleia Legislativa Estadual na abertura dos trabalhos legislativos. Na segunda categoria, investigou-se o referido tema nos decretos e peças orçamentárias (Planos Plurianuais; Leis de Diretrizes Orçamentárias; Leis Orçamentárias Anuais) elaboradas pelo Poder Executivo Estadual. Na última categoria, analisou-se os projetos de lei correlatos ao esporte com base na produção legislativa do governo do estado da Bahia. Os discursos de posse, as mensagens anuais e os projetos de lei analisados encontram-se disponíveis no portal da Assembleia Legislativa estadual. Os decretos foram coletados no site da Casal Civil e as peças orçamentárias no site da Secretaria Estadual de Planejamento. Os resultados evidenciaram momentos de continuidade e ruptura da atenção para o esporte no período analisado. Na agenda retórica, a imagem política do esporte foi concebida por meio das seguintes ideias: ferramenta de inclusão social, promoção da cidadania e combate a violência. Contudo, constatou-se fricções cognitivas na narrativa governamental. O apoio e o fomento ao esporte junto com a construção e manutenção da infraestrutura esportiva foram consideradas as principais prerrogativas estatais para o setor. Na agenda administrativa verificou- se o processo de regulamentação do esporte com base em atos normativos e ao mesmo tempo, pontos de ruptura orçamentária na dinâmica alocativa anual. Por outro lado, a agenda legislativa evidenciou o baixo grau de atenção dada ao esporte na produção legislativa do Poder Executivo. A análise comparativa entre os governos possibilitou a compreensão do processo de seleção e priorização das pautas correlatas ao esporte ao longo do tempo, evidenciando ações incrementais e momentos de pontuação. Desta forma, pode-se concluir que os fatores endógenos que influenciaram a formação da agenda governamental para o esporte relacionam-se às mudanças ocorridas na imagem de politica a partir de novas ideias, atores e arranjos institucionais. Concomitantemente, considera-se a Copa do Mundo de Futebol da FIFA 2014 como o principal fator exógeno que desencadeou fricções institucionais na dinâmica política abordada

ABSTRACT: The objective of this study was to analyze the attention given to sport in the governmental agenda of the state of Bahia, from 1995 to 2018. This is a documentary research with an exploratory nature and a quantitative-qualitative approach. Epistemologically, this study is based on the assumptions outlined in Political Science through the theoretical model of Punctuated Equilibrium. For data organization and treatment, the following categories were listed as elements of analysis of attention to sport, namely: rhetorical agenda; legislative agenda; administrative schedule. Regarding the first category, sport was examined in the inaugural speeches of governors and in the annual messages sent to the State Legislative Assembly at the opening of the legislative work. In the second category, the aforementioned theme was investigated in the decrees and budget pieces (Multi-Annual Plans; Budget Guidelines Laws; Annual Budget Laws) prepared by the State Executive Branch. In the last category, the bills related to sport were analyzed based on the legislative production of the government of the state of Bahia. The inaugural speeches, the annual messages and the analyzed bills are available on the portal of the state Legislative Assembly. The decrees were collected on the Casal Civil website and the budget pieces on the website of the State Planning Department. The results showed moments of continuity and rupture of attention to sport in the analyzed period. In the rhetorical agenda, the political image of sport was conceived through the following ideas: a tool for social inclusion, promotion of citizenship and combating violence. However, cognitive frictions were found in the governmental narrative. The support and promotion of sports along with the construction and maintenance of sports infrastructure were considered the main state prerogatives for the sector. In the administrative agenda, there was the process of sport regulation based on normative acts and, at the same time, budgetary break points in the annual allocative dynamics. On the other hand, the legislative agenda evidenced the low level of attention given to sport in the legislative production of the Executive Branch. The comparative analysis between the governments made it possible to understand the process of selection and prioritization of guidelines related to sport over time, showing incremental actions and scoring moments. In this way, it can be concluded that the endogenous factors that influenced the formation of the governmental agenda for sport are related to the changes that occurred in the image of politics from new ideas, actors and institutional arrangements. At the same time, the 2014 FIFA World Cup is considered to be the main exogenous factor that triggered institutional frictions in the political dynamics addressed
